In its earliest years the National Institutes of Health carried out research entirely in house, in the agency's own federal laboratories, rather than funding work elsewhere. That tradition traces to 1887, when a one-room laboratory on Staten Island was created within the Marine Hospital Service and later grew into the Hygienic Laboratory that became the National Institute of Health under the Ransdell Act of 1930. Only after World War II, in what the agency calls a golden era of expansion, did its focus broaden to include a rigorous grants program supporting research at colleges and universities across the country, alongside the continuing Intramural Research Program carried out in its own laboratories.
